Virtual Forum: State Of The Union: A Critical Look At The Policy & Legislation Impacting U.S. Behavioral Health Care

Changes in delivery and reimbursement for mental health services were abundant in 2018, spurred by a combination of state and federal initiatives aimed at improving behavioral health in the United States. The trend is expected to continue throughout 2019. During this Virtual Forum, Nathaniel Counts, Senior Policy Director at Mental Health America, and Athena Mandros, Director of Market Intelligence at OPEN MINDS, will share their perspectives on the key policies and legislation shifting behavioral health care delivery and reimbursement which were enacted or implemented during 2018. They’ll also offer insight into what providers, payers, and consumers may see in 2019.

Nathaniel Counts, JD

Nathaniel Counts, JD, serves as a Senior Policy Director for Mental Health America (MHA) where he develops innovative federal and state policy solutions for issues regarding behavioral health, including alignment of incentives and sustainable financing, and improving population health. He is an expert member of the Forum on Promoting Children’s Cognitive, Affective, and Behavioral Health at the National Academies of Science, Engineering, and Medicine, and he serves on the Board of Directors for the One Circle Foundation, CHADD (Children and Adults with ADD), and the Flawless Foundation. His most recent publication, “Promoting Mental Health and Well-Being in Public Health Law and Practice” can be found in the Journal of Law, Medicine & Ethics.

Mr. Counts received his JD from Harvard Law School.

Athena Mandros, BA
Featured Speaker

Athena Mandros, BA, serves as the Director of Market Intelligence at OPEN MINDS. She has over five years of experience as an OPEN MINDS subject matter expert in policy and financing of health and human services across all payers. She is responsible for the development of all reports on special topics such as behavioral health, non-traditional Medicaid expansion, State Innovation Model (SIM) Grants, and permanent supportive housing. Athena is editor of the OPEN MINDS Behavioral Health System State Profiles, annual market intelligence reports on mental health and addiction treatment financing in each of the fifty states.

Ms. Mandros received her BA from Gettysburg College.
