Webinar: National & State Behavioral Health Systems: Changes On The Horizon

Description: Over the past two years, legislative changes have had a significant impact on the behavioral health industry landscape, particularly in how services are delivered to consumers. From the 21st Century Cures Act to the Centers for Medicare & Medicaid Services (CMS) Medicaid and CHIP Managed Care Final Rule, the evolution toward value-based care, improving member outcomes, and tackling rising health care costs continues. Additional changes continue for Medicaid programs at the state level, including new work requirements, lifetime caps, and expanded focus and reimbursement for collaborative care models. In this webinar, join Mark Covall and Sean Schreiber, MEd, as they discuss what national and state policy changes on the horizon will have the biggest impact on behavioral health payers and providers across all levels of care – from inpatient to ambulatory settings and all services in between, to addiction treatment, behavioral health, and integrated care.

Mark Covall is the current President & CEO at National Association for Behavioral Healthcare (NAPH) where he oversees policy and management of the association, representing more than 1,000 behavioral facilities, including psychiatric hospitals, general hospital psychiatric units, and residential treatment facilities. Based out of  the DC Metro Area, Mr. Covall brings over 30 years of experience of working with health care providers, with the primary goals to remove barriers to care and to expand the behavioral health workforce.

Sean Schreiber, MEd

Sean Schreiber, MEd, is the current Senior Vice President of Provider Network & Evaluation for Alliance Health, where he has helped implement numerous community programs, as well as developed and implemented new services to address the needs of individuals with complex and chronic conditions. He previously served as the Chief Clinical Officer, where he provided leadership and oversight of all clinical programs within Alliance Health, including utilization management, multiple care coordination programs, and community relations. Mr. Schreiber has previously worked as director of development for behavioral health providers where he implemented new programs and developed strategic partnerships, and served as a consultant to both behavioral health care companies and Optum’s Network Strategy division.

Deb Adler, MEd, CPHQ

Deb Adler, MEd, CPHQ, has more than 20 years of experience in executive health care roles, serving in a variety of capacities including as a network executive, a quality management executive and as a Chief Operating Officer. She is the former Senior Vice President of Network Strategy for Optum, where she was responsible for behavioral health network development, contracting, and strategy development for over 185,000 providers. In this role she developed the largest performance-tiered behavioral health network, largest telemental health network, as well as the largest medication-assisted treatment (MAT) network. She was also responsible for implementing network initiatives to promote medical/behavioral integration, improving member outcomes, and reducing the total cost of care through collaborative care models. Ms. Adler currently she serves as a Senior Associate at OPEN MINDS.
