Virtual Forum: Health Plan Population Health Management Strategies: How Policy Affects Serving Complex Members

Care for individuals with behavioral health conditions typically costs 2-3 times as much, on average, as care for individuals without a behavioral health condition. To address this rate of health care service usage, health plans are managing the care of complex consumers, including those consumers with mental illnesses and addiction disorders, through the latest developments in population health management techniques. Payers want to improve the quality and cost of care for consumers with chronic medical and complex behavioral health needs, as well as improve outcomes.

During this Virtual Forum, you will hear industry trends and highlights from expert Monica E. Oss, Chief Executive Officer of OPEN MINDS. She will be speaking with Deb Adler, Former Senior Vice President of Network Strategy for Optum, about her experiences with innovative approaches and best practices to address the needs of complex consumers. These strategies include both policy changes towards more concerted care integration and population health management programs driven by health plans.

Deb Adler

Deb Adler has more than 20 years of experience in executive health care roles, serving in a variety of capacities including network executive, quality management executive and chief operating office. She is the Former Senior Vice President of Network Strategy for Optum, where she was responsible for behavioral health network development, contracting, and strategy for over 185,000 providers. In this role she developed the largest, performance-tiered behavioral health network, largest telemental health network, and largest medication assisted treatment (MAT) network. She was also responsible for implementing network initiatives to promote medical/behavioral integration, improve member outcomes, and reduce total cost of care through collaborative care models. Currently she serves as a Senior Associate at OPEN MINDS.

Ms. Adler received her master’s degree in educational psychology and evaluation from Catholic University of America, and is a Certified Professional in Health Care Quality (CPHQ).

Monica Oss
Featured Speaker

Monica E. Oss is the Chief Executive Officer of OPEN MINDS, a national leader in market intelligence and management best practices focused on organizations serving consumers with chronic conditions and complex needs. She has led a range of industry research and management consultation initiatives that include examination of national managed behavioral health enrollment patterns; development of provider rate structures for government entities; creation of a return-on-investment analysis model for technology investments; design of performance-based compensation models for service providers and managed care entities within public and private health plans; and analysis of the economic impact to health systems and health plans of changes in benefit design, adoption of evidence-based practices, and new technologies.

Ms. Oss is a graduate of the University of Minnesota. She serves on the advisory boards of the Health & Human Service Management Program at Shippensburg University and the Institute for Behavioral Health Informatics.

Annie Medina, MBA, ACNP-BC

Annie Medina, MBA, ACNP-BC, is a Senior Associate with OPEN MINDS, and brings over ten years of experience in the health and human services industry to the team. Her expertise spans both clinical and operational functions and is focused on digital health and health technology, business operations, strategic planning, project management, training and curriculum development, and policy and procedure design. Prior to joining OPEN MINDS she served as the Chief Operating Officer of a psychiatric facility, and is still actively practicing as a nurse practitioner.

Ms. Medina received her MBA with a focus on Health Sector Management from College of William & Mary. She also earned a Master of Science in Nursing (Acute Care Advanced Practice) from Virginia Commonwealth University.
